The Charlie Sheen charity train chugs on ... TMZ has learned, the "Anger Management" star just donated an $8,000 pitching machine to a high school in L.A.

Sources tell TMZ, one of the baseball coaches at Santa Monica High School is an old friend of Charlie's ... so the actor decided to chip in and help his pal's team practice with a HomePlate Sports Tutor pitching machine ... an impressive piece of equipment that costs roughly $8,000-$9,000.

There's a little Aaron Rodgers syndrome going around in the NFL ... 'cause TMZ Sports has learned the mayors of S.F. and N.O. have still not paid off their bets after their teams LOST to the Seahawks in the playoffs.

Here's the deal ... the mayor of Seattle made "fun bets" with the guys in charge of San Francisco and New Orleans when the Seahawks faced the 49ers and the Saints in the playoffs, respectively.

Mitch Landrieu -- the Mayor of N.O. -- agreed to fork over a King Cake from Sucre (a famous bakery) and said he would tap celeb chef Greg Reggio to host a crawfish boil.

Edwin M. Lee -- the Mayor of S.F. -- agreed to send local ice cream and dessert treats that represent the city if the 9ers lost. He also agreed to help fundraise $10k for a Seattle food bank.

Of course, the Seahawks WON both games ... but our political sources tell us the Mayor of Seattle has not seen the spoils of the victory from either city.

One source tells us, "Admittedly, raising $10k could take some time ... but baking a King Cake doesn't take 3 weeks."

Richie Incognito stole a page from Johnny Manziel's playbook the other night ... taking TWO hot chicks home from a Hollywood hotspot ... and TMZ Sports has the footage.

Incognito hit up the fancy Nobu sushi joint in L.A. ... and escorted two young ladies into a waiting chauffeured Rolls Royce Ghost (worth around $300k).

FYI -- dude had a pretty big smile on his face. So, yeah ... good for him.

Of course, Manziel pulled the exact same move earlier this year ... going home with two hot ladies after a night of partying at a Hollywood nightclub. He ended up taking one of the girls out on a proper date a few nights later.

Being a rich and famous football player has its perks.

Justin Bieber has a seriously distorted view of reality ... at least when it comes to his basketball skills ... so says one former NBA star who tells TMZ Sports straight up, "Bieber can't hoop."

One day before he was arrested for DUI, Justin posted footage from a little 1-on-1 session with rapper Mack Maine ... in which Bieber "crossed" him up and then mad-dogged the camera like a tough guy.

But not everyone's impressed ... especially not former NBA badass Tracy Murray ... who had this reaction after watching the video:

"Get the f**k outta here!! He can't hoop!"

Murray continued, "Dude wasn't even guarding him. We woulda slapped the hat off his head back in the day playing like that."

Tom Brady recently announced he would not be watching the Super Bowl ... now, it's pretty obvious why.

The New England Patriots QB ran away to the Bahamas this week with his supermodel wife to take his mind off the fact his team won't be competing for the Lombardi Trophy on Sunday.

The 36-year-old future Hall of Famer recently told a media outlet ... "Truthfully, I could care less about watching the game. That's pretty much how I feel."

Yeah, we get it.

It's not just pride that's on the line on Sunday, 'cause the mayors of Denver and Seattle have just made an OFFICIAL SUPER BOWL bet ... and if the Seahawks lose, it's gonna get real fishy in the Mile High City.

TMZ Sports has learned ... Seattle mayor Ed Murray and Denver mayor Michael B. Hancock have just agreed to the terms of a S.B. bet.

Here's what's at stake:

If the Seahawks win ... Hancock (Denver) has agreed to wear a costume inspired by the Macklemore song, "Thrift Shop" ... since Macklemore is a bigtime Seattle guy.

Hancock says the costume will be designed by the Lifelong AIDS Alliance ... and he says he'll also send over some other Denver-themed items that will be auctioned off to raise money to the LAA.

If the Broncos win ... Murray (Seattle) says he'll ship salmon and Dungeness crab to Denver. Plus, he'll wear Broncos pajamas in public to raise awareness for Denver's Road Home, an organization dedicated to ending homelessness.

Former MMA champ Tito Ortiz has been charged with two counts of DUI ... after crashing his Porsche into a concrete median back in January, TMZ Sports has learned.

The 38-year-old fighter was arrested on January 6th ... when cops say he blew a .12 on the breathalyzer, following the 4am crash on an L.A. freeway.

As we previously reported, Ortiz had been partying at the Playboy Mansion in the hours before the incident.

If convicted, Ortiz faces up to 6 months in jail and a $1,000 fine -- but since it's his first offense, he probably won't do any time. Instead, he'll likely only be sentenced to probation and will be required to complete an alcohol education course.

The TMZ photog crew just got WAY more athletic ... 'cause a bunch of NFL stars just signed on to be TMZ cameramen during Super Bowl week in NYC!!!

It's true ... New York Giants linebacker Mark Herzlich, punter Steve Weatherford and former Cincinnati Bengals wide receiver T.J. Houshmandzadeh will be hittin' the streets starting tomorrow!

They're gonna be out lookin' for the biggest stars in the city -- cameras in hand -- and whatever they shoot will be posted on the website and featured on our TV shows.

Baltimore Ravens wide receiver Jacoby Jones is being sued for allegedly SABATOGING a Super Bowl afterparty in New Orleans last year by running late ... problem is, he was all tied up because he was PLAYING IN THE SUPER BOWL!!!

Jones is being sued by After Party Entertainment, which claims JJ agreed to attend a party at the House of Blues in New Orleans on the night of the SB from 11pm to 1am.

In the suit, APE says it paid Jones handsomely -- PLUS sprung for flights, hotel rooms and gifts for Jones and 20 of his closest friends.

But APE says Jones had the nerve to arrive to the party an hour and 15 minutes LATE that night ... and arrived with 40 people in tow, instead of 20. He also demanded that his entire party get in for free.

Plus, APE also says Jones only hung out with his friends that night instead of mingling ... and never promoted the party on Instagram or Twitter, as he promised.

Here's the problem ... Jones was playing in the frickin' Super Bowl earlier that evening -- a Super Bowl that was DELAYED 34 minutes because of a freak power outage. The game didn't end 'til 10:45 pm.

Plus, Jones was also probably tied up by the media ... who were hammering the guy about his record-setting 108-yard touchdown run which played a crucial role in the Ravens victory.

Still, APE is demanding $192k in damages -- plus attorney's fees.

WWE Hall of Famer Mick Foley says last night's Royal Rumble was so badly mishandled, it was a slap in the face to wrestling fans ... all because the WWE refused to allow a HUGE superstar to participate.

Foley -- aka Mankind -- went off on social media right after the Pay-Per-View event ... blasting the org. for not including bearded fan-favorite Daniel Bryan in the main 30-man event.

"I've never felt so disgusted at the conclusion of a WWE (or any) PPV," Foley said ... "Like many of you out there, I just don't get it."

The fans at the event were just as pissed off as Foley -- 'cause when it became clear Bryan was participating in the RR, the stadium erupted in "boos" that continued for the rest of the event.

Foley -- who's still under contract with WWE (for another month) -- also tweeted, "Does @WWE actually hate their own audience?"

After the Rumble, Bryan also tweeted ... saying, "Sorry guys, the machine wanted me nowhere near the Royal Rumble match. But I thank everyone for their support."

He added, "They try to keep US down and away from the top spots, but they can’t ignore the reactions forever. Keep voicing your opinions."

As for Mick, he claims he's so upset with the WWE, he's going to throw a brick through his TV to protest.

Pittsburgh Pirates superstar Andrew McCutchen tells TMZ Sports ... just because he makes a fortune doesn't mean he pays for team dinners -- in fact, it often comes down to CREDIT CARD ROULETTE.

The reigning National League MVP (who signed a $51.5 mil contract in 2012) was in NY and told our photog he's happy to cover family 100% of the time -- and even rookies get a free meal every now and then -- but when it comes to his highly paid teammates, luck often dictates who gets stuck with the bill.

For the record, credit card roulette is super popular with athletes -- everyone gives their card to the server, who then picks one at random ... and that unlucky S.O.B. pays for the entire check, tip included.

Cutch, who recently proposed to his GF on the "Ellen" show, also admits the one downside of being engaged ... he often gets "stuck" watching his fiancee's favorite show -- the Kardashians.

Sources tell TMZ Sports ... the two are not "official" or anything -- just enjoying each other's time. They're currently in Hawaii where DJ is playing in the Pro Bowl.

We broke the story ... DeSean's ex-GF Chantel Jeffries was the passenger in Justin Bieber's Lambo when he was arrested last week.

The biggest threat to morale for Team USA at Sochi this year is ... a SWEATER -- this according to several American athletes who tell TMZ Sports their Olympics outfits are straight up ugly.

Ralph Lauren just revealed the U.S. opening ceremony outfits the other day ... and the jocks we spoke to tell us there's a buzz in the Olympic community about how unattractive they are.

"Initially, the reaction was 'Are we REALLY wearing that?" ... one Team USA athlete told us.

Another reaction -- "HAHAHAHAHA, oh man ..."

Another Olympian was more optimistic -- saying, "Maybe people will see us wearing the sweaters and they'll become a trend. Or maybe they'll be worn at ugly sweater parties."

One thing's for sure -- the design isn't turning off fans. The online team store is SOLD OUT of the sweaters … which cost a cool $595-a-pop.

The Seattle Seahawks have one HUGE advantage over the Broncos in the Super Bowl ... their cheerleaders' asses are wayyy bigger -- this according to bona fide booty-expert Sir Mix-A-Lot.

The "Baby Got Back" singer tells TMZ Sports ... there is no competition between the teams when it comes to butt-size, saying simply "Seattle cheerleaders got the best asses."

Mix -- who's from Seattle -- is a diehard Seahawks fan ... but his views on the cheerleaders aren't totally biased ... 'cause the rapper admits the "Denver cheerleaders have the best t**ties."
